There have been a lot of PvE titles farming guilds popping up lately. So I doubt we will ever run out of favor

That's assuming that absolutely no new players will start playing. but that's irrelevant. By the time this hapens, GW2 will be out, and most people will probably migrate over to it. So either GW1 will be dead after a while, or they will change it again.

They'll change the number of required titles to enter the FoW/UW.

And if numbers really drop too low, they'll just remove the limit. The purpose of favor is essentially to constrain farming. Once population is low enough, that will no longer be an issue.

1. A-net may link GW1 and GW2 for favor purposes, and use GW2 to power GW1's favor.

2. A-net may realize that this favor system has been flawed from the get-go and change it again when it stops giving favor ever.

3. People who stockpiled scrolls now maymake a fortune. Well-organized holders of scroll collections may field UW/FoW parties that tend to find more than 1 scroll per trip and sell the spares at a huge profit.

No, that wont happen. People are creating new characters every day, going for maxed titles every day, if they got totally bored, then reroll.
And there are the scrolls of course
